David N. Rockwell co-founded the Law Office of Rockwell, Kelly, Duarte & Urstoeger, LLP, in 1982, guided by the mission to help injured workers collect legally owed compensation for medical costs, disability costs and lost wages resulting from workplace injuries. Our office is one of the largest workers' compensation firms in the area, comprising four lawyers, three paralegals and three administrative assistants. All of our lawyers live in the local area. Our attorneys are actively involved with the California Applicants' Attorneys Association (CAAA), a California organization that fights for workers' rights at the state legislative level. As a local firm with more than 30 years of experience working in Modesto, we have the advantage of knowing the best area doctors to whom we can send our clients for medical evaluations. Our downtown Modesto office, located two blocks from the Stanislaus County Library, is easily accessible by freeways, with parking behind the office.

Sharon E. Kelly

Ms. Kelly is a member of the Workers' Compensation Advisory Commission of the Board of Legal Specialization of the State Bar of California. She earned her law degree at Humphreys College, and is a California state-certified specialist in workers' compensation. Ms. Kelly speaks Spanish.

Jeffrey R. Duarte

Jeffrey Duarte grew up in Fresno, California. From the age of 10 he dreamed of becoming an attorney. He moved to Los Angeles to attend the University of California at Los Angeles, graduating in 1993. His childhood dream became reality when, after college, in 1993 he traveled up Highway 99 to Sacramento where he attended McGeorge School of Law, in Sacramento, graduating in 1996.

Markus R. Urstoeger

Mr. Urstoeger received his law degree from the Santa Clara University School of Law in 1997. He has worked as a lawyer in Panama and Belize, and speaks Spanish and several other languages.

Megan E. Ruble

Ms. Ruble is from Visalia, CA where she was born and raised. Her mother was a teacher and is now a school administrator and her father was a farmer and mechanic. She earned her B.A. in Linguistics from Fresno State University. She then went on to earn her law degree from the University of Idaho College of Law in 2013.

David N. Rockwell

Mr. Rockwell is a retired partner who will remain of counsel at the firm. He is a graduate of Harvard Law School, and comes from a union family. He was president of the CAAA from 2005 to 2006, and was Chairperson of the organization's Legislative Committee from 2006 to 2007. He was admitted to the State Bar Association of California in 1977, and is a state-certified specialist in workers' compensation.
